Counties – Kennel Licenses – Requirements for Breeders (HB 940/SB 839):
Month after month, we hear news reports about puppy mills where hundreds of dogs are bred continually and kept in deplorable conditions to maximize the profits of the owners. I worked with the Humane Society and Sen. Lisa Gladden to introduce SB 839/HB 940, which requires all large, commercial breeders to obtain licenses and requires all counties to report dog breeders to the state, so we can begin to track these businesses and better crack down on puppy mills. This legislation will become the first law to regulate puppy mills in Maryland. Read more about this legislation here.
